Federalism: Are you listening?
With all the discussions, both pros and cons, about shifting to a federal system of government, is Juan dela Cruz, the supposed beneficiary of this promised change, now more informed about federalism?
According to a June 2018 survey released this week by Pulse Asia, a majority of 71% of 1,800 respondents said they had little to no knowledge about the proposed federal system of government.
And, when respondents were asked whether they were in favor of changing the system of government to federal now, only 28% were in favor, 62% were not in favor; 10% couldn't say or didn't know.
Perhaps, Juan dela Cruz has more pressing problems for now than its aging bureaucracy.
As political scientist Amado Mendoza Jr. of UP said in an interview on Bandila last Monday, when he was asked if a shift to federalism would help Filipinos: "Kung bago 'yung kotse pero barumbado pa rin 'yung tsuper, walang mangyayari."
